MiCA Takes Full Effect as EU Crypto Market Contracts; SEC Rethinks ETF Rules

The EU's MiCA regulation fully took effect on July 1, 2026, with only about 20% of previously registered crypto firms securing licenses, causing a major market shakeout. In the U.S., the SEC opened a 60-day comment period to create uniform rules for novel ETFs, aiming to replace its case-by-case approval process. Meanwhile, Citi slashed its 12-month Bitcoin target to $82,000, citing record ETF outflows of $4.5 billion in June and weak institutional demand. Robinhood launched its Layer-2 blockchain and tokenized stock trading in 120+ countries, while Crédit Agricole debuted a euro stablecoin, EURXT, on Ethereum.
